COMPTROLLER & AUDITOR GENERAL INVITES COMMENT ON PROPOSED FUTURE PROGRAMME

The Comptroller & Auditor General is asking for comments on his proposed programme until 2010.  Having been appointed by the States earlier this Summer for a further five years, Chris Swinson, OBE has published a Consultation Document (and accompanying Annex) in which he sets out his proposals for work to be undertaken in the first half of this period of re-appointment.

The Programme follows five core objectives:  Financial management and reporting, Value for money, Continual improvement, Governance and accountability and Information for decision-making.

It includes proposed activities such as the audit of the annual financial statements of the States, the publication of an annual assessment of the quality of financial management within the States, publication of comparisons between the costs of the Island’s public services and those of similar mainland services, and a follow-up assessment of the States’ response to the challenges set out in the conclusions of the Spending Review; as well as ongoing reviews of States’ departments.

He is inviting comment from any interested party, by 30 November 2008.  People can obtain copies of the documents from the States Bookshop at Morier House, or download them from the website at:

The Annual Report, also published today, describes the activities of the Comptroller & Auditor General undertaken between 01 January 2007 and 30 June 2008.  It includes how he has sought to accomplish the purposes set out by the Public Finances Law (Jersey) 2005; how the Office has worked according to the framework originally set out in his Consultative Document published in 2006; the Reports published to date including the significant States’ Spending Review which began in October 2007; and work currently in hand.
