OVERALL REVIEW OF STATES’ EXPENDITURE BEGINS
First Reports published by the Comptroller & Auditor General
The Comptroller & Auditor General, Chris Swinson, OBE has published the first two reports as part the overall review of States’ Expenditure.
The review was commissioned at the end of last year, following the States’ debate on the 2008 Business Plan.
Being undertaken in accordance with the powers of the Comptroller & Auditor General as set out in the Public Finances (Jersey) Law 2005, the review will examine all aspects of overall expenditure and will make appropriate recommendations.
The first report, entitled ‘Setting the scene’ describes the background to the spending review, charts the growth of public spending in the last ten years and shows that, since 2001, growth in public spending has been constrained.
The report entitled ‘£35 million cost reductions’ describes and validates the public spending reductions that were achieved as part of the cost reductions; and confirms that substantial reductions were indeed achieved, but were not all achieved as direct ‘efficiency savings’.
The further elements of the review include a series of reviews of key spending departments and of cross-cutting issues affecting the level and control of States expenditure. Reports on the outcome of these reviews will be published as they become available.
